I am directed by the Postmaster General to state, for the information of the Secretary of State for the Colonies, that he has received an application from Mr. J. H. Cooper, Sorting Clerk and Telegraphist, Bridgnorth, for appointment as Superintendent of the Registration and Parcel Branch at the General Post Office, Hore Kong.

In this connection, I am to refer to the letter from the Colonial Office dated the 9th November 1916, No.51590/16 and to the copy of the Governor's despatch thore in enclosed referring to the temporary employment of Mr.Cooper in a similar position from 14 August 1916 to 31 December 1916 while he was on military service. Mr. Cooper has now submitted a letter of which a copy is enclosed, addressed to him by the Postmaster General of Hongkong from which it appears that the vacancy which Mr. Cooper then filled ior Secretary of State,
